| Job Description | INTERNAL APPLICANTS ONLY Under the supervision the Utilization Management (UM) Director, the Utilization Care Manager (UCM) is responsible for ensuring consistent application of the UM Guidelines, regulatory requirements, and best practices across the Agency. Key responsibilities include monitoring the mental health Uniform Assessment (UA) authorization process with East Texas Behavioral Health Network (ETBHN), ensuring mental health UA accurate and timely completion, communicating with staff on UA authorization issues, processing discharges from mental health services, supervising staff within the department, and overseeing daily UM-related operations. This position works closely with the UM Director as requested in identifying Agencywide patterns and trends in data and metrics reports, supporting audits, monitoring adherence to medical necessity criteria, and ensuring documentation supports services rendered. This could also include monitoring of behavioral health waitlist when necessary. This position will support all program areas of Bluebonnet Trails Community Services and will have skills necessary to investigate and resolve/mediate issues related to the position. This position will be an active participant in clinical and administrative teams to support the creation and nurturing of a culture of continuous quality improvement and data-driven decision-making. This position works under moderate supervision, with considerable latitude for the use of initiative and independent judgment. Hourly Salary Range: $30.00 – $33.00 Differential Detail:

| Credentials | Minimum Qualifications: Bachelor’s degree. QMHP-CS. At least 3 years of experience in direct care for adults with serious mental illness or children with serious emotional disturbances. Proficiency in Microsoft Office Suite, especially Excel. Ability to learn and work within various enterprise databases and has demonstrated skill in identifying and reconciling any discrepancies. Strong communication, investigation, and clinical skills. Preferred Qualifications: LPHA. 5 or more years of experience in the Local Mental Health Authority (LMHA) system. Demonstrated ability to navigate administrative obligations within the LMHA system (e.g. contract requirements, utilization management requirements, care authorization requirements). Demonstrated experience with utilization management principles, including medical necessity, level of care determinations, and service authorization processes. Demonstrated skill performing administrative duties ethically within EHRs. Proficiency in navigating EHR systems. Knowledge of data analysis and reporting. Experience in the Texas Resilience and Recovery (TRR) program. |
