(4001) Program Manager, Project HOPE

Job Description

Program Overview: This position is for internal applicants only. Location is Guadalupe, Caldwell, Gonzales, Bastrop, Fayette, Lee.

Under the supervision of the Director of Project HOPE, the Program Manager is responsible for the day-to-day implementation, coordination, and supervision of BTCS homeless outreach, prevention, engagement, interim housing, housing navigation, and stabilization services. The Program Manager assists the Director in translating grant and contract requirements into consistent program operations, staff workflows, documentation standards, and measurable outcomes. The position supervises assigned crisis clinicians, case managers, outreach personnel, and administrative support staff and works closely with counties, law enforcement, hospitals, housing providers, homeless coalitions, and other community partners. Collaborates internally with BTCS programs for linkage and continuity of care, utilization management, quality management, and electronic health record development.

Critical Impact:

The Program Manager helps ensure eligible individuals receive timely, coordinated, person-centered, trauma-informed services while maintaining client and staff safety, grant compliance, accurate data, effective use of resources, and seamless continuity of care. Significant clinical, safety, staffing, budget, or compliance concerns are promptly communicated to the Director of Project HOPE.

Hourly Salary Range: $33.82 – $35.82

Differential Detail:

  • $1.00 per hour – 2 years tenure with BTCS
  • $1.00 per hour – Career Ladder Specialty

CredentialsMinimum Qualifications:
A bachelor’s degree in Human Services or a related field is required.
Candidates with a degree outside Human Services must have at least 24 credit hours in a human services-related field.
The position requires knowledge of mental health services, effective leadership and collaboration skills, and a valid Texas driver’s license.

Preferred Qualifications:
Bilingual in Spanish.
Experience as a Program Manager.
