(4000) Director of Project Homeless Outreach Prevention and Engagement (Internal Applicants Only)

Job Description

This position is for internal applicants only.

Under the direction of Chief Crisis Programs Officer this position oversees the planning, development and operations of BTCS homeless prevention programs.

This includes:

  1. Assuring the design and planning of all programs to meet the expected needs and deliverables within all related contracts
  2. Ensuring compliance with all applicable standards, administrative rules, contract requirements, certification standards and billing guidelines. Monitors reports, implements plans of improvement, informs and updates policy and procedure, supports the capturing of outcomes data
  3. Assures effective management of program operations, client care and safety through continuous quality improvement and leadership of supervisors and direct care team members
  4. Development and oversight of an operations budget for each program and implements strategies to increase productivity, revenue and reduce expenses in order to achieve balanced annual operations budget.
  5. Assists in the development of an effective sustainability plan
  6. Oversight of all associated contracts, subcontracts, and Memorandums of Understanding
  7. Assures operations support the health, safety and wellbeing of all residents, staff and visitors.
  8. Assures timely access to program admission for all eligible referrals.
  9. Is responsive to inquiries, comments, complaints, questions and requests for information.
  10. Coordinates with other programs, providers and stakeholders to ensure seamless continuity of care.
  11. As a Licensed Clinician, provides clinical consultation for person centered and trauma informed treatment program for all populations served. May provide diagnostic assessment or counseling services as needed. Provides Critical Incident and Stress Management services as needed within the community
  12. Serves on the Behavioral Threat Assessment and Management (BTAM) Team in partnership with the Department of Public Safety (DPS), local law enforcement, and local mental health authorities.

This position necessitates innovative thinking, patience, resiliency, skills in advocacy, service coordination, and collaborative planning. The Director of HOPE effectively works independently and on a team; manages the needs and supports of the person, families and community.

CredentialsMinimum Qualifications:
Current licensure in the State of Texas as a Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT).
Masters Degree.
10 years experience working within the criminal justice system.
Must have a valid Texas Driver’s License and maintain approved Driver’s License throughout employment.


Preferred Qualifications:
Bilingual-Spanish and or ASL.
